By-laws
Motions can be submitted which make additions or amendments to our rules as a network or charity. The Constitution is the charity governing document, a legal document dictating how the charity Medsin-UK runs. Amendments to this require a 2/3 majority of votes.
By-laws are the rules which bind the network of Branches, Projects and Campaigns and require a simple majority to amend.
Any new By-laws go into the By-laws section of the Medsin-UK Constitution and By-laws and as such need to be numbered and given a section if there is not one that they already fit into. SO - any By-laws submitted as a motion need to be given a number and put in the appropriate section. If you know where it goes, great, if not - ask.
Guidance Statements
These are intended to provide guidance to the National Committee and network, but are not technically binding. As such they are aspirational; saying what should be done, or how the network should be advised, and require less paperwork. You can view current guidance statements in Appendix 6 of the current Constitution & By-laws.
Policy Statements
These are used as a statement about what we believe as an organisation. They do not need to result in any action by the National Committee or any other body, but can be used by the organisation as a whole or by individual parts to make a statement in the media, to put pressure on organisations etc. Effectively, we are saying, The Medsin-UK policy on this issue is....
Policy Statements are found in Appendix 7 of the Constitution & By-laws.
Submitting it
You need to write it out, with a rationale, and send it to committee@medsin.org by the publicised deadline (available in the newsletter in the weeks before a voting session.)
For Example:
Bylaw: To insert bylaw 2.10.5.1 to read: provides jaffa cakes for meetings. Rationale: This is part of the technology and communications director's role, facilitating communication between national committee members.
Guidance Statement: There should be jaffa cakes at all medsin general assemblies. Rationale: Delegates get hungry during the long voting sessions.
Policy Statement: Medsin believes that jaffa cakes help concentration. Rationale: Jaffa cakes provide sugar highs which help people focus on important issues.
